No clause, no clean finding.
Agent findings are held to the rule a reviewer applies: name the standard. Uncited findings are sent back, still-uncited findings are flagged, and a verifier model scores the rest before anyone relies on them.

What happens to a finding before you see it.
The check is enforced after the agent runs, not left to the prompt. The outcome is written onto the finding, so the flag travels with it into the workpaper.

Every finding needs a citation
After an agent run, each finding is checked for at least one linked clause.

Uncited findings go back
The agent receives a corrective prompt with a clause-lookup tool and a citation tool, which records the clause, its relevance (applicable, partially applicable or reference) and a short excerpt. Up to two retries.

Still uncited is marked, not hidden
A finding that remains uncited is stored as not citation-validated and flagged for manual review.

A second model scores what remains
A separate judge model scores each finding from 0 to 1 against its evidence and citations. Findings under the threshold are flagged, and the run reports its pass rate.
Three findings, three outcomes.
The verifier threshold is configurable and set to 0.6 by default. A flag is an instruction to look, not a verdict: people decide what the finding is worth.

Standards are stored as clauses an agent can look up and a reviewer can open. The corpus is managed centrally and extended per framework.
